RFP for Energy Engineering Services in PBEEEP has been closed.

Contractor and consultant firms play an integral role in the PBEEEP process. There are two types of roles that firms will provide participating in the program: Provider (Professional and Technical Services) and Subcontractor (Construction Services).

  • Providers are engineering firms that serve as the primary contractor. They perform the energy investigations and manage the implementation activities that PBEEEP projects require. Provider firms will be selected to participate in PBEEEP through a qualification process and will be required to complete program training, work closely with program staff, and adhere to the established technical guidelines in completing project work. Providers will complete Investigation (Energy Study) Phase projects, Implementation (Design and Construction) Phase project management including oversight and management of sub-contractors, and Verification Phase projects. A qualified provider will have demonstrated experience and expertise in providing comprehensive building analysis and system design.

  • Subcontractor firms are the firms that perform special services under the supervision of the PBEEEP provider, primarily construction services in the implementation phase. Subcontractor firms are not required to be qualified through the RFP process. These firms will participate in PBEEEP projects as subcontractors during Implementation Phase projects and may complete design, construction, and implementation work at the direction of the Local Government Unit and Provider. These firms may also provide other services, as applicable to a specific project.

Provider Participation

Qualification Process (RFP) Contractor/consultant firms interested in participating as Providers in PBEEEP must first be qualified as Providers and put under Master Contract by the State. The qualification process will require information on the firm's experience and expertise in comprehensive recommissioning, retrofit, and project management, as well as that of individual staff. The RFP has been issued via the State Register.

Provider Guides & Forms

Quality assurance is integrated throughout PBEEEP in the form of technical standards, guidelines, and formal program processes. Providers are required to follow the PBEEEP Technical Guidelines (PBEEEP Guidance Manual) throughout their PBEEEP project work.

Focus on
Subcontractors

Firms that offer services and/or products related to building equipment, systems, and operations will be needed in PBEEEP projects as subcontractors. These firms are not required to go through the PBEEEP qualification process, however, that does not mean the Program does not want to know about your company, your business' interests, and your business' areas of competence. Subcontractors work on PBEEEP projects primarily in the Implementation Phase (design and construction activities). Subcontractors work with and report to the Provider managing the PBEEEP project, in addition to LGU staff.

Once projects are underway and approaching the Implementation Phase, PBEEEP will work with Providers, LGUs, and others to develop and facilitate ways to connect Subcontractors to project needs. It is expected that in most projects, LGUs may already have established relationships with contractors that support their operations. In most cases, these firms will be asked to supply bids for completing implementation work by the LGU and Provider. More information will be made available as projects apporoach the Implementation Phase (late in 2012 to early 2013).
