The PBEEEP Guidance Manual is designed to guide PBEEEP Providers throughout PBEEEP projects. It will also serve as a useful resource on the program for PBEEEP stakeholders. The Manual is provided here so that Providers may become familiar with the methodology and requirements prior to performing work in the Program. Screening Guidelines

Investigation Guidelines
(11-30-2011) The most extensive section, describing Investigation (revised 12/28/2010). This phase entails a detailed analysis and study of the site, and results in a list of actionable items for Implementation, with costs, savings, and payback estimates. It has the most interaction between the provider and the program in order to deliver the high level of quality required for the program.

Findings Workbook Provider Guide
(11-30-2011) A companion to 2.3. It outlines the use of the Findings Workbook, for which sample pages are shown in Section 2.7.3. The Findings Workbook is the primary tool by which the Provider reports to and communicates with the program administrator.

Implementation and Verification Guidelines
(11-30-2011) Describes the Implementation and Verification phases. The measures approved by the building owner as a result of the Investigation are implemented in this phase of the project. The section describes the reporting and communications responsibilities of the provider and methods of Verification (functional test, visual inspection, or other approved means performed by the Provider). Because this phase ensures that energy savings will be realized to pay for the project, this is a critical phase.

Provider Performance Guidelines
(11-30-2011) Provider Performance Guidelines. These not only outline the expectations of the Provider, they also include the system that will be used at the close of each project to rate the provider. These ratings will become a key part of RFP scoring for future projects.

Providers should use the PBEEEP Guidance Manual in conjunction with the Provider Overview (11-30-2011) presentation.
Orientation sessions of approximately one hour in length will be given to first time Providers at the beginning of each phase of the program, however this session will largely deal with establishing reporting and communications protocols and insuring a complete understanding of the program and how it will work. The orientation session assumes that the Provider has already read the relevant sections of the Guidance Manual.
